A Terrific Day: Groundbreaking for Impact Veterans and Family Housing Center

Impact Services celebrated the “groundbreaking” of its Veterans and Family Housing Center (IVFC), a rehabbed industrial building that will provide 26 units of housing and services to veterans and families.

The site is located at 1940 E. Allegheny Avenue in the Kensington section of Philadelphia, next to Impact Services’ headquarters, where future residents can access supportive services. The building is a three-story former factory, donated to Impact Services by Technitrol, Inc. in 1997.

The $9 million renovation, funded in part by Low-Income Housing Tax Credits, will convert the factory from an abandoned brick building to a multi-family housing facility, including eight three-bedroom units and seventeen two-bedroom units.

Members of local government as well as community advocates spoke at the event, including State Representative John Taylor (177th District); Brigadier General (Ret.) Jerry G. Beck, Jr. from the Department of Veteran’s Affairs; Jane Vincent, Regional Administrator of the U.S. Department of Housing and Urban Development; Kelvin Jeremiah, President and CEO of the Philadelphia Housing Authority; and Holly Glauser, Director of Development for the Pennsylvania Housing Finance Agency.

Other notable attendees included Councilman David Oh, Councilwoman Maria Quinones-Sanchez, and Congressman Chaka Fattah.

Impact Services is celebrating their fortieth anniversary this year and has provided services specifically for veterans for over two decades.

RHLS Staff Attorney Kim Dolan has worked on the project since 2013, assisting Impact Services with Low-Income Housing Tax Credit Applications and helping Impact achieve financial closing in October of 2014, so that construction could begin on this project. The IVFC is just one representative project of RHLS’ focus on supporting programs that work to provide housing for veterans.

Brigadier General Jerry G. Beck highlighted the importance of the project during his remarks, commenting on the lack of services specifically available for female veterans with young children.
