RHLS welcomes Omar Dudyk, Arlene Marshall-Hockensmith, and Kyle Webster to the Board of Directors.

RHLS is pleased to announce the newest additions to our Board of Directors. Our Board is comprised of dedicated professionals who work in legal services, government, business, and social services.

Omar Dudyk is the PNC Bank market manager for Community Development Banking for Philadelphia, Southern New Jersey, and Delaware. Omar previously served as a relationship manager for the region. As market manager, Dudyk will be responsible for leading a team that delivers a range of services to support the economic growth of low- and moderate-income individuals and communities. A Philadelphia resident, Dudyk received his B.A. from the University of Pennsylvania.

Arlene Marshall-Hockensmith is the Director of Diversity, Equity, Inclusion, and Belonging (DEIB) at the Pennsylvania Department of Conservation and Natural Resources (DCNR). She collaborates closely with the Department Deputatees, Executive staff, and the DEIB team to advance DCNR’s mission, vision, and goals by coordinating with all DCNR bureaus and offices to increase and advance DEIB programs and services that serve all Pennsylvanians pursuant to Article 18, and Article 1, Section 27 of the Commonwealth’s Constitution. Prior to DCNR, Arlene served as the first Director of DEIB at the Pennsylvania Legal Aid Network, Inc. (PLAN, Inc.) Arlene was the first woman of color to hold a senior leadership role at PLAN, Inc. Prior to joining PLAN, Inc., Arlene worked as a Staff Attorney and Project Manager at the Pennsylvania Coalition Against Domestic Violence. Arlene also worked as Staff Attorney at MidPenn Legal Services. Arlene has presented at numerous local, state, and national conferences and Continuing Legal Education programs.  Arlene received her J.D. from Widener Commonwealth Law School in 2006, and her B.A. from the Pennsylvania State University in 1998. She is a recipient of the Widener Commonwealth Law School’s Excellence in Public Service Award. She is a proud Jamaican-American and first-generation college and professional degree graduate. 

Kyle Webster, Esq. is the Vice President of Housing/ General Counsel at ACTION-Housing, Inc. in Pittsburgh, one of RHLS’s long-time clients. In this role, he oversees the legal function of ACTION, in addition to overseeing the property management and housing stabilization functions of the agency. He has been an advocate for people experiencing housing insecurity, working with government and private funders to create a strong collaborative of nonprofits working in the space of eviction intervention and prevention. He has spoken on issues of housing instability at the local, state, and national level, and served as a part of the core committee of lawyers that created the Allegheny County Housing Court. He currently sits on the Boards of Just Mediation Pittsburgh, Garfield Community Farm, and the Office for Public Art. He holds a JD from the University of Pittsburgh School of Law.
