Prior to joining RHLS, Kelly served as the Operations Director for Prevention Point Pittsburgh, a non-profit harm reduction organization. Kelly previously worked for several years at the Allegheny County Department of Human Services. Her work there included advising the County on privacy matters, overseeing a competitive process to award government contracts, and working on projects at the intersection of human services and the criminal legal system.

Kelly provides pro bono representation to plaintiffs seeking protection from abuse orders and previously served as a landlord-tenant mediator and arbitrator. She is a board member and frequent borrower at the Millvale Community Library.

Kelly received her J.D. from Wake Forest University and bachelor’s degrees in Economics and Politics & Philosophy from the University of Pittsburgh. She lives in Etna with her husband Jake and her cats Momo and Horses. Outside of work, she enjoys cooking, playing video and board games, and performing with Timbeleza, a Brazilian percussion band.

She is based in RHLS’s Pittsburgh office.
