Kathryn represents nonprofit organizations on a broad range of affordable housing transactions and community development projects.

Prior to joining RHLS, Kathryn served as Staff Attorney with California Rural Legal Assistance, Inc. She represented low-income residents in the San Joaquin Valley’s disadvantaged unincorporated communities to address systemic inequities and discrimination in environmental burdens, land use planning, affordable housing development and preservation, homelessness policy, and the provision of municipal services.

Kathryn also brings asset management and grant management experience from her work at the Sacramento Housing and Redevelopment Agency (SHRA) Development Department. There, she oversaw a diverse affordable housing portfolio consisting of eight LIHTC apartment communities and managed over $100 million in state and federal community development grants on a variety of redevelopment projects.

As a law student, Kathryn served as a Social Justice Scholar and Immigrant Rights Fellow, and completed internships with the ACLU of New Jersey, the Northwest Justice Project, the United Nations High Commissioner for Refugees, and in the New Jersey Superior Court Appellate Division.

Kathryn received her J.D. from Rutgers Law School and B.A. from the State University of New York at Purchase College.

Kathryn is also a Member of the American Bar Association’s Forum on Affordable Housing and Community Development Law. When not working, she enjoys bike touring with her partner and spoiling her two nieces.
