Who We Are
The Pennsylvania Utility Law Project (PULP) provides information, assistance, and advice about residential utility and energy matters affecting low-income consumers. PULP serves all of Pennsylvania.
PULP is a specialized component of Regional Housing Legal Services, and is based in Harrisburg the state capital of Pennsylvania. PULP acts in coordination with the Pennsylvania Legal Aid Network of Programs and other nonprofit agencies and community groups.
What We Do
Our mission at PULP is to assist Pennsylvania’s low-income residential utility and energy consumers connect to and maintain affordable utility and energy services within their homes. We help both groups and individuals who meet the income eligibility guidelines of the Pennsylvania Legal Aid Network.
PULP’s staff is actively involved in:
- Providing information, training and support to legal aid, nonprofit community groups and low-income consumers across Pennsylvania.
- Representing, as direct counsel or co-counsel, low-income residential utility customers who qualify for help.
- Representing the interests of low-income, residential utility consumers before the Pennsylvania Public Utility Commission, the Pennsylvania Department of Human Services, and other state and federal agencies who are involved with energy or utility matters.
- Providing consultation on legislative and administrative issues that affect low-income utility consumers.
