Enforcement Actions by the Pennsylvania Attorney General’s Office

Pennsylvania’s Attorney General is responsible for enforcing the Manufactured Home Community Rights Act.  The Attorney General’s office enforces the Manufactured Home Community Rights Act through private agreement or through the courts.  Often, an Attorney General’s enforcement action concludes with an Assurance of Voluntary Compliance.

Hilltop Mobile Home Park, Centre County

Summary: Attorney General’s complaint alleges:

  • Deceptive statements about the coverage of the MHCRA
  • Deceptive statement about the termination of leases before the actual closure of the community
  • Failure to provide written, renewable leases
  • Failure to pay relocation expenses
  • Failure to pay statutory amount or appraised value of homes left in the community
  • Misleading statements that residents were required to remove their homes and pay a removal fee
  • All of the above are also claimed to be violations of the Consumer Protection Law
