RHLS provides services through our four Practice Areas:

Practice Areas

• Development Services: RHLS focuses on improving affordable housing opportunities and community and economic development throughout Pennsylvania.

• Policy & Advocacy: RHLS works to overcome policy-based barriers to progress. Our experienced attorneys analyze public policy and systemic elements with the benefit of historical perspective and the advantage of a visionary eye, quickly identifying critical issues and pinpointing unmet needs.

• Special Programs Addressing Unmet Needs: RHLS often designs and operates new programs or initiatives that address critical system needs that are not being met by other organizations.

• Utilities & Energy-Efficiency: Attorneys from RHLS and the PA Utility Law project work on various aspects of utility access and cost, including issues related to energy-efficiency are key elements of sustainable, affordable housing.
