Mark Levin, Esq. Chief Counsel


Areas of Expertise: Mark Levin specializes in the development of low-income rental, owner and cooperative housing using the Low Income Housing Tax Credit, Community Development Block Grant, HOME Investment Partnerships, PennHOMES, Supportive Housing, Shelter Plus Care and a variety of other federal, state and local funding programs. As Chief Counsel of RHLS he is responsible for supervising the work of the legal staff and representing a variety of clients in the production and operation of low-income housing.

Awards: Mark has received both the Pennsylvania Legal Aid Network Excellence Award and a Certificate of National Merit from the US Department of Housing and Urban Development

Experience and Education: Mark received his B.A. in 1972 from Dickinson College and his J.D. in 1976 from the Boston University School of Law.
