Article: HEMAP Helps

Cynthia Witman Daley, RHLS Staff Attorney, and Kristina Klugar, Policy Director, co-authored an article titled “HEMAP Helps Families Experiencing Hard Luck to Save Their Homes”. The article explains the  Pennsylvania’s Homeowners’ Emergency Mortgage Assistance Program (HEMAP) and RHLS’ HEMAP Help Center that was designed to help homeowners understand the HEMAP program and improve their chances of getting accepted. This article appeared in the Legal Intelligencer on March 5, 2007.

Article: Making Tax Credits Work for the Disabled

Kristina Klugar, RHLS Policy Director, Mark Schwartz, RHLS Executive Director, and Steve Gold, a Philadelphia-based disability advocate wrote a new article titled “Making Tax Credits Work for the Disabled”. The article details challenges in the Low-Income Housing Tax Credit program to increasing the number of affordable, accessible properties and highlights successes in Pennsylvania. The article was publishes in Shelterforce in the Winter 2006 issue.


Testimony: Adverse Possession

On September 30, 2009, Judy Berkman presented testimony to the Pennsylvania House of Representatives about the need to modernize Pennsylvania’s adverse possessions law. Ms. Berkman testified that changing the law would help preserve single family homes vulnerable to abandonment.
