Harry Geller, Esq. Executive Director, Pennsylvania Utility Law Project

Areas of Expertise: As the Executive Director of the Pennsylvania Utility Law Project (PULP) based in Harrisburg, Harry Geller provides advocacy, training, consultation and support services in energy and utility matters within the Pennsylvania Legal Aid Network and other nonprofit community agencies serving the low-income population.

Community Involvement: Harry presently serves as Chairman of the Low Income Home Energy Assistance Program (LIHEAP) Advisory Committee to the Secretary of the Pennsylvania Department of Public Welfare; The Pennsylvania Energy Assistance and Weatherization Coalition; and the Pennsylvania Legal Services Utility/Energy Law Group. He also sits as a member of the Pennsylvania Public Utility Commission Consumer Advisory Council; Weatherization and Energy Conservation Policy Advisory Council to the Department of Community and Economic Development; and the PECO Universal Services and Low Income Usage Reduction Program Advisory Committees.

Awards: Harry received the Pennsylvania Legal Aid Network Excellence Award in 2007.

Experience and Education: Harry has served as a Volunteer in Service to America (VISTA), as a staff attorney for the New York City Legal Aid Society, and as a Director of Legal Services, Inc.

John C. Gerhard, Esq. Staff Attorney, Pennsylvania Utility Law Project

Areas of Expertise: John Gerhard is based in the Harrisburg office of the Pennsylvania Utility Law Project (PULP) where he provides advocacy, training, consultation and support services in energy and utility matters affecting low income residents of Pennsylvania.

Experience and Education: Before coming to PULP, John was employed by Community Legal Services where he combined work as a staff attorney in the Energy Unit with development work as the Interim Development Director.

John received his MA in Theology at Villanova before obtaining his J.D. from Temple's Beasley School of Law in 2004.

Beth Pomerantz, Paralegal , Pennsylvania Utility Law Project

Areas of Expertise
As a legal assistant for the PA Utility Law Project, Beth Pomerantz supports the advocacy work of the two project attorneys, providing consultation, technical support, information and training in utility and energy matters affecting low-income residents of Pennsylvania.

Experience and Education
Beth has extensive research, writing, editing and information systems experience. Prior to coming to PULP, she worked in computer information systems at a steel mill in Michigan and an electric utility cooperative in Georgia and as a freelance editor. She received her B.A. from Brown University, an M.A. and M.B.A. from the University of Michigan, and a certificate in paralegal studies from Harrisburg Area Community College.
