PULP Releases 2014-2015 Manual for LIHEAP Advocates

The Pennsylvania Utility Law Project (PULP) has released the 2014-2015 Low-Income Home Energy Assistance Program (LIHEAP) Pennsylvania Advocates Manual.

PULP has developed and produced the manual for use by members of the Pennsylvania Legal Aid Network as well as for others who assist low-income individuals. The 2014-2015 Manual is the ninth edition and has been updated to reflect changes in earlier editions circulated in prior years. We encourage advocates to replace any older version.

This year’s edition contains program changes, current forms, references, website links, issues and advocacy suggestions. Contact lists and forms are provided in the Appendices.

Although LIHEAP is an essential program, the policies, benefits and components of the program change from year to year.  Many eligible consumers do not apply, and those who do often receive less than their full potential benefits. This Manual is intended to be a working reference to provide understanding of and access to the benefits provided by Pennsylvania’s LIHEAP.

Please feel free to copy it as needed, to circulate it to those most likely to make use of it, and to maintain a copy in your reference library.
